Just the ashes wouldn't be littering, as they just blow away into nothing. The filters (butts) would be littering though. There are often piles of them in parking lot planters and medians, which is pretty disgusting. Some smokers have a tendency to throw their cigarette butts down on the ground wherever they finish it, and that is littering, as well as pretty inconsiderate.

behind the ash tray remove the ash tray remove the ash tray enclosure, remove the cigarette lighter remove the cigarette lighter cover, just pull it with your fingers remove the cigarette lighter enclosure. use a small Philips screwdriver to remove two (2) small screws. the fuel pump relay is the one on the left, center row. it is usually color white / beige. pull it straight up.
