Standard Room in most cases refers to the most basic room a hotel has to offer. However, 'Promo' probably is related to whatever room type the hotel are looking to push at the time, you can generally use the price as a guide.
My educated guess would be that in most cases the 'Promo' rooms are the same as the 'Standard', its just a different way of marketing the rooms.
