A derringer is a small gun.
License means a legal process- and THAT varies depending on where you are- and you did not tell us that. Where I live, no license is required to possess a firearm, but one is required to carry a concealed handgun. In other places, no liense is required at all, and in some, you must have a license to OWN a gun. A good starting point would be to visit a local gun shop, and talk with them.
Depends on where you are. It is NOT required in most of the US.

It depends. Some, but only a few, states in the U.S. require a license to purchase a gun. A gun permit normally refers to a permit allowing you to carry the gun on your person in public. Some people use the terms interchangeably, but each state calls the gun permit something different. In Tennessee, it is called a "Handgun Carry Permit." In Florida, it is a "Weapons Permit."
Airguns are unregulated in the United States. In several other countries a license is required for airguns over a certain energy level.
