A person is in credit card debt when they have charges on their credit card and can not pay them. A person can make charges on a credit card and make payments at a later date. When a person charges on their credit card, the charge is now a debt that must be paid.
It is unlikely that the limit was lowered because of the pay off. Many card issuers are pulling limits back regardless of payment history or credit history. My suggestion would be to contact the card company and ask for an explanation of the reduction.
Wal-Mart offers pre-paid VISA cards at their stores. There is a small charge (usually under $10) to start the card and a monthly fee.
As far as the university is concerned, a Visa card is a Visa card. As long as there is money on it, they can get paid. Of course if you deplete the pre-paid amount on the card, the charge will be rejected just like it would if you used a canceled credit card or entered an invalid card number. If that happens, the university will probably just not process the application and not even bother to tell you, so after you submit it, make sure it also got processed.
