This is easy. A 13 year old is a child. A 36 year old is a middle aged adult. The Child should make the attempt to put the attraction out of their mind and the Adult should never have had the attraction in the first place. If the adult IS attracted to the point of considering a romantic relationship with the child they should seek professional treatment as soon as possible. I would say differently about a 16 year old and an 20 year old...that may not be legal but it isn't disgustingly wrong either.
