If you do not hear back, I think that you can assume that you have not got the Job. It is therefore probably not worth you time or the postage to write and ask. Save you money for applying for the next job. You may think that it is rude for people not to write and tell you the result (and indeed it is). However, if there are lots of applilcants for the job (which there are nowerdays), it cost a company alot of money to write to or phone evereone and they simply can not afford to do this.
Instead of saying "can I hear from you?", you can say, "Please respond."
