Nobody ! The card-holder is ALWAYS responsible for any outstanding balance - no matter how many cards are issued. It's up to the account-holder to clear the debt owing on the card. If the primary can PROVE the other person ran-up the debt -then they can pursue a case in small claims court for the money owed.
