As long as the switch is fairly new and in good repair, flicking it on and off very quickly just once or twice will probably present no fire hazard. It is difficult to assess, however, whether the switch is worn or defective just by looking at it. Flicking the switch in rapid succession can cause undue wear and tear on the internal mechanism. Such wear can cause the contacts to spark as they are cycled. If a spark were to escape the switch housing and kindle the wall covering or wood within the wall, it might cause a fire. Were the internal parts to break down to an extent where a dead short is created, most household wiring systems will blow a fuse or trip a circuit breaker before the wire could heat up enough to cause a fire. Tripping any household switch in the presence of flammable or explosive gasses does represent a significant threat due to the possibility of sparking.
Your problem very well could be the hazard switch. i have a 1994 honda civic too i found whenever i disconnected the hazard switch from the wiring harness my turn signals brake lights and of course hazards do not work. Maybe replace the hazard switch..

Sounds like there is a problem with the turn signal switch but it could be another problem. First you need to see if the hazard light's work normally when turn signal is not on, if it does the the turn signal switch is the problem. If your hazard lights do not function when you turn the hazard light switch on, then it's a simple fuse or flasher canister that has gone bad and your hazard flasher is in the on position. If the Hazard light's have a bad fuse or flasher canister and is in the "ON" position it can cause the problem you describe.
The hazard/signal switch located in the center of your dash is actually all located in the hazard button. It requires a small flathead screwdriver and a little bit of care in trying to get it out. There are two small tangs on either side of the switch that must be depressed and slid out. When you get the switch unplugged, it is as simple as plugging the new one in. Really only a few minute job. Some models (depending on dash configuration) may require that you gain access and remove switch from in behind the dash. This could lead to a bit of extra work in gaining access but still only a 20 minute job.
My research to date finds that the turn signals and hazard signals are controlled by a common relay. That relay is behind the hazard relay switch. My 2002 Audi A6 has the same symptoms you describe, and I will be removing the hazard switch to get at the relay for replacement. Good luck.

I would not think it is the Hazard switch. The one thing all these have in common is ground. Check all your ground connections.
Could be part of the switch assembly (Hazard warning turn signal module)
This can get complicated OK check your brake light switch (it is under the dash look under dash at the brake pedal look for a switch the goes that switch when you push the brake pedal there may be more than one) use a 12 volt test light or meter to see if the switch has 12 volts and is working. If not replace if so next you may want a wiring diagram a lot of time the hazard switch goes bad or the wiring in the column goes bad. From the fuse panel to the brake light switch and to the hazard is a orange wire make sure has 12 volts at all times if not that's the problem. from the brake light switch the wire is white and goes to the hazard assy. . the orange wire also goes to the hazard switch then comes out the hazard switch brown and goes to the hazard assy. . coming out the hazard assy the right brake light wire is dark green and the left wire is yellow.
