Negative. He is outranked by the Company Commander. The command "at ease"e would be given by the first person seeing the SGM/CSM enter into the area, dining hall etc. Should there be a officer, no matter of rank, but a commissioned office already inside the area, then no command is given.

Where a sergeant fits in the chain of command depends on his rank, since there are several levels of sergeants. A sergeant is sent to do all types of jobs. Depending what his job is. But the sergeant is suppose to lead and protect any enlisted members below his ranking. He can't control any enlisted members above his rank or any officers. The sergeant is usually the leader of a squad of about 5 to 10 soldiers. If it is a company there is bound to be a higher commander like a officer somewhere between a lieutenant and a colonel. That depends on their position. They could be in command of no one, or as a Company Commander (for example) they could be in command of approximately 120 soldiers.
