You cannot immediately tell what pant size someone will be from their weight. There are a lot of different factors.

First, how tall are they? It's completely reasonable for a 5'11" woman who weighs 128 pounds to be a size two and a 5'0" woman to be a size twelve at that weight. How muscular is this person? 128 pounds with 8% body fat in a man and 128 pounds with 35% body fat in a man are both possible, but the fat takes up seven times the volume of muscle- which makes a big difference in your pant size.

Another thing to consider is the individual's body type and weight distribution- for instance, if a woman tends to have thicker hips and thighs, proportionally (this is commonly called "bottom heavy" or "pear shaped" and is perfectly normal) then she's going to have a larger pant size regardless of her weight. Conversely, if the woman is top-heavy and has broad shoulders or a large bust, her pant size is going to be a lot lower.

This is not helped by the fact that while in men's pants, the sizes are based on measurements (a 32 inch waist is a 32 inch waist), in women's sized they are based on the manufacturer, and what is a size six in one brand may be a size twelve in another.
