Sorry- not really good news- There were many guns made right around 1900 that attempted to capitalize of the names of well known high quality guns- such as the Barker shotguns sold by Sears (imitating Parker shotguns) Webley- later Webley & Scot, was a well known firm. The only references I have found to Charles Webley guns were low cost guns with Twist Steel barrels. Those are of suspect safety after nearly 100 years, and being exposed to the corrosive effects of black powder shells- please do not fire anything in them until inspected by a competent gunsmith.
