Most of time defect comes from solar panel opacity (usually after 2 years) or bad contact with battery because of rain coming inside. Ni-Mh Battery becomes bad usually after 3 years. To fix you have to change with new one.

Depending on where you want to hang Christmas lights depends on how to hang them. If you put them on bushes you must have an outside outlet then just string them on the bushes to your liking. On windows you can staple the strands on lights around the window or porch.
