Edit: In Michigan, Lengths between 26" and 30" can be registered as a handgun (so folding stocks and pistol grips can qualify). Any rifle or shotgun ammunition-shooting gun under 26" inches is a "short-barreled rifle", illegal, and can't even be registered as a handgun.

First, you can have a shotgun with a sawed off barrel in any state if the barrel is still more than 18 inches long and the overall length of the shotgun is 26 inches. Second, if you saw of the barrel to less than 18 inches or the overall length to less than 26 inches, it becomes a class III or NFA weapon. Those are legal to own in 38 or 39 states. You must apply to the ATF for approval and pay a tax fee. If you do this without ATF approval, that's when it is a felony. Third, sawing the barrel off does in fact change the way the gun shoots. Generally speaking it will make the recoil heavier because the gun will be lighter, and it creates a wider shot pattern for buckshot or birdshot.

It's a matter of federal law, applicable to all states. For a rifle, it must be at least 16 inches. For a shotgun, 18 inches. Anything less requires an NFA Class II permit for a short-barreled rifle or shotgun.
