The laws vary from state to state. In some one has to be 18 to get anything other than an ear lob pierced, even with parental consent. In others it would be 16. Proof of parental consent may require the actual presence of the parent.

The state of Florida prohibits the piercing of a minor without the written, notarized consent of the parent or legal guardian. Consent may also be a parent or legal guardian accompanying the minor to receive the piercing
I think piercing places are starting a new policy where if you're under 18, you have to have a birth certificate, a state ID, and parent consent. I can't go get my nose pierced without my state ID which I'm waiting on but a couple years ago I had no problem going to get my cartilage pierced.
Well see prices and age limits change from city to city and state to state, so you are best to call your local body piercing studios (listed in the yellow pages) and ask about age limits and parental consent for your area and the cost for the piercing at the various shops you call.
Contact your local health unit for information in regards to age requirements and facilities in your area that provide Professional Body Piercing services.
