Like most states it is illegal for a minor to be pierced with consent from an adult. However a minor cannot get any "private areas" pierced regardless of consent or not. It really depends on the studio and their own rules. I live in Massachusetts and I know of a few piercing places that will not preform any facial piercings on children under 14. Some places will even let your parents sign for you so that they don't even have to be there when you get pierced, you usually have to be 16 for this.
