In the U.S. one must be 18+ to get any type of body piercing or tattoo on their own. The youngest you can be is 16 but your parent/guardian must be with you to sign the form and you both need some form of i.d. to prove that the adult is infact your guardian. If they are not your guardian than they and/or the piercer or tattoo artistwho did the piercing or tattoo on you can get sued by your guardian and if the piercer gets sued they can lose their license to pierce or tattoo
I have both my lip and belly button pierced. I had my belly button pierced with a hoop and my lip pierced with a bar/stud. The belly button was more irritating then the lip because a hoop piercing requires the piercer to clamp it shut and fiddle around with a new pierced part instead of just screwing a ball on. I recommend any new piercings to be with a bar/stud as it is quicker and less irritating. Put it this way, I'm going for a 2nd lip piercing and not another belly button piercing ;)

Yes, you can swim in a river if you have your belly button pierced. However, if it is a new piercing, the general advice is to wait at least a month before swimming as the wound needs time to heal.

No you shouldnt. the chlorine in the water can over dry a new piercing.
getting in a hot tub would not hurt a new belly button piercing, but your not supposed to. you should wait at least 6weeks after you got the piercing to sit in water. (I know this because i have ma belly button pierced. i have it pierced all around =)..) Anyway, i suggest you put a water proof band-aid over it or tape or something to cover it up b4 you get in the hot tub.

Basically at any age. If you are 16+ you can get any piercing without any parental guidance. But if you are under 16 you will need an adult with you.
You usually will just have a plan curved barbell. Gems and dangles can get caught easily and that's horrible for a new piercing.
