I don't know how much your bear is worth, but I can tell you how to find out. Collectibles, like your bear, are sold on the secondary market. The secondary market is a little like the stock market in the way the value of things can change from day to day. Values are based on who wants an item, how rare it is, and the condition of the item. If you have the box and all the bits of paper that come with an item it is worth more than one that doesn't have these things. Any marks , tears, or damage to an item will bring down the value. You can determine the base value of any collectible through books written showing the prices of the collectible items. In your case, you would look through a book on bears under the brand Steiff. There may also be just a book on Steiff bears since they are so popular and collected. You can also look on EBay for an item like yours and see what it is selling for or take your bear to a dealer. The problem with a dealer is that they will often tell you a lower price so they can buy the bear and sell it for what it is really worth. My first step would be go to your local biggest bookstore and the collectible section. Find a book with your bear in it and note the value. I do this often and don't buy the book, but will list it on EBay for the price listed in the book.
