It will never really close the piercing will shrink but the the entry and exit points will look like over sized pores. It takes a long time for the body to break down the tissue tube it took 2 years to heal..
Well if you have had the piercing that long it won't close, however it will shrink over time. The mark left by the initial piercing will remain in place and will look less noticable over time.
There is nothing that will speed up the closing of the navel piercing other than time. After ten years the piercing is well established, just remove the jewellery and let nature do it's thing, you may find the piercing may not close completely at just keep the area clean during bathing and other than that dont worry about it.

Years ago that was your only option, however now you can have the piercing done with a jewelled navel banana bell (basicly a bent barbell with a facetted stone in the navel ball).

It depends on where it is pierced. The lobes can take about 3 months to completely close up, where your cartilage can take 6 months to even a year to completely close up. It also depends on how long you have had the piercing. A piercing that you've had for years can take years to close (in my personal experience).
I believe that it is the same anywhere in the US. 16 with parent/guarding consent, 18 without it. That goes for any piercings, except ear lobes which can be done with a gun (the only piercing that is done with a gun). But you'll still need parental consent.
It varies, if you have had the piercing for a long time the hole might never close. It does vary, i got my ears pierced over 3 years ago and still close overnight.
Well that's up to you, if you liked it have it done by an experianced professional this time who can do the piercing so it will stay. Navel piercing done properly will last for years ( 5~15 ) and is not subject to growing out.
If you've had the piercing for only four weeks then yes, it will close relatively quickly. My lip piercing was two years old and closed up in only a few days, leaving a small scar. If you don't want it to close but do want it to go unnoticed look into piercing retainers.
