It cannot be enforced without doing something else illegal (i.e. speeding), as it is a secondary offence. This means that the cop can't pull you over unless you have done something else, but if he DOES pull you over and you were on the phone, he can give you a pretty steep fine!
Be careful, since this only works if you do something else, the police have been pulling people over for going a TENTH of a mile over the speed limit!
