I'm sorry if this is brief, but I recently uploaded a 3 minute video, and while processing it said "Congratulations! Your account is now enabled for uploads of longer than 15 minutes. Click the Upload button below to select a video"
So my guess is if you upload quite a few videos, you may be able to do that... But I'm not sure...
(I have 10 uploads, so you may need to have at least that amount...
