To unlock the last 11 data on LEGO batman, you must get 100% completion.
-Complete all Hero and Villain story modes
-Find all minikit canisters
-Get all Red power bricks (and buy the extras that come with it)
-Rescue all 25 civilians
-Get Super Hero and Super Villain on all levels
-Complete Bonus challenges (Wayne Manor and Arkham Asylum)
-Get all characters (except for Ra's al Ghul), all vehicles, and all data (except for the 11 that's missing)
After you do this, pause the game (or go to the main menu) and it should say 100%. After that the data will be unlocked and you'll be able to get Ra's al Ghul as well!
