you can Appeal but it doesn't work, because they block your device from their server. the only way is Either you choose different App for flirting or dating
( apparently this is gonna Happen with Skout Since they don't care )
to me seems like Bunch of youngster Running this App, and seems like they are Just over excited about their App Success.
and i am Very positive that other Apps Makers gonna Take Advantage of their

its just matter of time.
i have seen their website were people are begging them to get their Account/device..unblocked. THEY DON'T CARE....
so All i can say is, wait and see How skout is gonna disappear from Market LOL
