There are two possible ways to interpret your question. I will answer both interpretations.
First, "How do I unblock Caller ID on calls I make?". Simply dial *82 for any call that you do not want Caller ID blocked.
The other possible interpretation is "How do I find out the identity of someone who called me restricted?". For this to be possible, you will need to go to court to force your telephone service provider to provide this information.
It is the best way to do it!
It's taken awhile, but now there is a technology available that can unblock private calls and numbers quick and easy.......and it's not limited to just law enforcement anymore.
The technology that will allow you to unblock or unmask private callers has just been released by the same company who makes the SpoofCard, TelTech Systems. Their new service is called TrapCall and it's used to unblock private callers.

In the United States, the prefix *82 (or 1182 on a rotary/pulse phone) will send your Caller ID.
The prefix *67 (or 1167) will block your Caller ID.
Your line may have Caller ID enabled or blocked by default. These codes will override the default on your line.

In most cases, receiving a phone call does not cost the person being contacted. The cost is typically borne by the caller or covered under a phone plan agreement.
On a caller ID feature on a phone, "incoming private number" means you are receiving a phone call from a number that has been listed as private, meaning the name of the person owning that number has been blocked from your caller ID list.

To unblock private calls on a cell phone, dial *82 before entering the number you want to call. This should unblock your number from being displayed to the recipient. Alternatively, check your phone's settings to see if there is an option to turn off the setting that blocks your number.

In the UK and Ireland, you dial 141 to block Caller ID, or 1470 to unblock, on a per-call basis. Other countries use different codes.
It means that there is no caller ID from a call you got on your cell.
