i recently found a phone but when i try to turn it on my carrier Verizon says its already associated with another number. Im sure that the person has got another phone, is this one still usable??

How about doing the honest thing and ask the carrier to notify the person who it's associated with so they can get their phone back?
To answer the question above me, I just lost my iPhone 4S today that I customized and paid $100 to make it red and obviously no one is going to turn that into Verizon because people are a**holes. Wasted 2 whole days and $200 but I got a new phone. Very aggravated.
A Clean ESN number means that your phone can be activated by a wireless carrier. A dirty esn means that the phone is linked to an account that has a past due bill or balance or a phone that has been reported lost or stolen. Ask for the ESN# from the seller and call the carrier to see if it is clean before purchase.
There are specialized services that specifically remove the blacklisting from a bad ESN mobile phones. You are required to supply your ESN and MEID or have the CDMA mobile device "flashed", i.e. rewriting the firmware.
