You can take a screenshot on the iPod touch 4 by pressing down the lock button (top right) and the home button at the same time - this will take a picture of the screen and save it in your photo library.
Can't be done. You can jailbreak it (Not sure how with a iPod Touch 2G) then install activator with a action and set it to Screen Shot. That's your only option because apple doesn't allow you to change that.
