In theory yes you can but logically if you were on facebook and saw someone in a relationship, would you really send a request?? I don't think so. Yes facebook would allow it however to do it would be rather stupid.
If they send it , it should come under like a friend request but it will say relationship. :)

If you wanted to send someone a picture from Facebook who isn't on Facebook, then you would have to click on the picture from Facebook and save it to your computer/laptop/phone. Then you would send it to their e-mail address. But you can not send someone a picture on Facebook if they don't have a Facebook account. Hope this helps!
