Assuming that the tape actually lifted the finish off the floor you will need to refinish or replace that board. The board will need to be sanded and a new coat of finish applied. If the tape has simply left a residue you should be able to clean the glue off with a gentle application of baby oil to soften the glue then a soap and a damp cloth to clean the oil.
Painter's tape or any other kind of tape should never be used on a wooden floor. Even though the newly-finished floor may be cured, the tape can remove the finish. To cover the wooden floor, tape the drop-cloth to the baseboards.
I have done this and I always have the hardwood installed first. Then I install the ceramic tile. To protect the hardwood floor from getting grout or glue on it I cover the hardwood floor with a soft cover (to prevent scratches) and tape it down. Then place a plastic cover over the hardwood. Then I can install the ceramic tile at the edge of the hardwood creating hardly or no seem and level with the hardwood. When its done it looks beautiful.I would install the tile first , that way you don't risk getting glue or grout on your hardwood.

Rosin paper should never be used on stairs because it creates a slipping hazard. Painter's tape is used on wooden floors because it has a weaker adhesive so that its removal will not mar the finish of the underlying wood.
