The Winchester 1400 does not have a plug, so it cannot be removed. There is only room for 2 shells, unlike the 1200/1300 pump which can hold 4 shells with the plug removed. The end of the magazine tube is where the gas piston is installed. If you look at the tube, you will see that it is crimped about half way down, separating the tube into two sections. One section acts as the magazine while the other acts as the gas cylinder (used to operate the action upon firing).
To remove the gas piston, unscrew the magazine cap, insert a screw driver into the recoil spring and hold it towards the butt of the gun. The limitation is because of a plug put into the magazine tube - typically, some sort of dowel rod. When hunting, you must have this. When not hunting, all you have to do is unscrew the end cap off the magazine tube and remove the plug.
Make sure it is unloaded and it needs to be on safety. Then all you do is remove the magazine cap, release the retainer, let the spring pop out and then you can remove the plug.

On the follower end of the spring should be the plug you are wanting to remove. Remove it from the spring. And put the spring and polymer plug back in. The dished end of the polymer plug goes toward the end of the magazine tube.
