There are tiny hex head bolts underneath the front hangover portion of the dash pad and there are ones at the top in the vent. Unbolt them all and she'll come right out.

Hope this helps: The absorbent pad is made of two essential elements: water-loving polymer and fibrous material. Microscopically the polymer molecules resemble long chains or ropes. Parts of the chemical ropes are made to interact with water molecules. When a big number of these polymer chains are cross linked they form a gel network that can be modified. The gel strength is like polymer and has the tendency to misshape. If the strength of the gel is too high, the polymer will not hold enough water. If the gel strength is too low, the polymer will misshape too easily and the distant particles in the pad will absorb the liquid too fast, forming gel that blocks the liquid from getting to the center pad particles.

There is not dash "pad". It is a one piece instrument panel.
The starter relay is attached to, and an integral part of, the starter motor. The Starter relay is located in the center of the dashboard just under the dash pad. The dash pad can be removed by popping the two screw covers from the inset area of the upper dashboard. Two 7mm screws hold it to the consul frame, while large pressure clips line the very front edge, use a larger flat blade screw driver to remove the clips. remove the upper dash pad and place it in the back seat. pull back the protective foam, and the relay is mounted closest to the firewall just to the left of dead center.
