My dad owns a professional carpet cleaning business and he cleans thousands of houses a year just for this purpose. The truck-mount (noisy) heats the water up to 500 + degrees (depending on your carpet fabric) thus melting the sap and lifting it with the suction in the wand. Therefore, if your lucky like I am, when you get your carpets cleaned monthly .. it should come out. Otherwise I would make an appointment to get it done. I know it can be pricey -- but at the very least you know your problem isn't permanent. Use Goof Off 2 spray, found at Home Depot near the paint solvents. It is made for the removal of tar, paint, oil, etc., on carpet and hardwood floors. It worked like a charm to get the sap from our Christmas tree off my hardwood floors. Spray, let it set for maybe 5 seconds, then rub with a clean cloth in the direction of the wood grain. You may have to do two applications but the sap will come off.
I think they are, and if it's not the sap/tree that they are allergic to then Tinsel and Christmas ornaments etc, can also be a danger. I would keep away from allowing your Bird near a Christmas Tree. 😊
