It appears you aren't cutting this poor guy some slack. Some men are just shy and they can only go as far as staring or a quirky smile and you should be picking up on this. Make it a little easier on him and smile back, and there is certainly nothing wrong with asking him to go for a drink with you or even to a local cafe for a coffee.
