There is no app that will let you read what is on someone else's phone. There are apps, spy software, etc. that let you "spoof" - meaning you can send messages or call and it appear that someone else has. actuallly your question is not a -stable- question i mean i read your question over and over and all i could think of is "does cell phone battery effect text messages?" well the answer to that would be yes, because if you had no battery you can't send text messages. so it's kinda a obvious answer.

Yes it can and if you open it and read it you get charged for it unless it was set by your cell phone carrier. If you do not want to receive text messages on your phn then you can call your carrier and have them blocked so you can't receive or send messages...just remember to get it unblocked if you add texting later.
