you show interest in learning her language and start talking to her that way, or alternatively you can learn the basics of the language and then precede to talk to the girl. that is how you pick one up if you are actually wanting to get to know them.

if your question was more like hey how can we bang some hot foreign girls, my advice would be; don't be a college jackass. they are way to classy for that.
