Almost any tattoo shop will draw up a design for you and make a stencil. Some artists will draw the tattoo design on with a pen instead. You as a client don't need to provide a stencil.

You can not safely remove a tattoo with home made products. Gettig a tattoo is for LIFE.

You could purchase a plain standard doormat from any household store such as Wilkinson's. Then create a Christmas stencil using paper or cardboard, cut the specific shapes like father Christmas or a reindeer etc, then place stencil over the doormat and use paints to color the holes in the stencil, wait till dry and remove stencil.
A Freehand stencil is used to make lines or shapes that appear to be by freehand and not look like you used a stencil.
In most states you must be an adult to get a tattoo. Some states have criminal statutes that prevent anyone from giving a tattoo that is not licensed. Homemade tattoos can subject the person performing them to criminal prosecution if not fines.

Ricepaper is always a good way to go. When you buy a new pair of shoes, get the grainy paper on the inside: you know what I'm talking about don't you? Draw the tattoo you desire on it in dark thick ink. Put it on your skin where you desire and wet a rag in warm water and place it on the stencil. Keep it there for 10 minutes and remove. Now all you have to do is trace the outline if you wish and get to work.
