well go to the person's page and under it's profile or where they show his/her age , where they are from and when the lat time he/she logged in, there is something over there that say view pictures. open it and when you click on the picture you'll see lot of things at the botttom of the pic, rate it and comment it's that easy! or maybe the new imvu have changed it....
