No. If a mobile phone is turned off, there will be no difference in what you hear when trying to call it if either * the battery is dead, or * the phone is turned off on purpose, or * the phone is currently on another call However, when calling a phone that is immediately available, if the holder of that phone rejects the call, then you would know as it will cut to either answer phone or just stop ringing after a couple of rings... hope that helps! :-)
