Wait till your lips meet and just leave it at the lips. Don't do anything with your tongue if it's your first time kissing him/her. Maybe once you have kissed him/her multiple times you can start that.

You lean in until your lips meet and then you kiss them and enjoy it. This is just the beginning and if you want to get some good lip action i would say do this and then if he/she lets you slip your tongue into their mouth and if they don't move and reply back with their tongue then this is good because he/she likes it. But if they rip away and look at you weird then they don't like it.
