Also, it could mean that someone is dropping hints as to what they want. Such as "that car looks really really nice...hint hint" implying that they want the car without actually saying it.

Easy answer, make the move yourself, or at least give him a more than obvious hint that you want more than being friends. That means something like saying "have you ever thought about being more than friends".

I would not be throwing hints. Just use open, honest and direct communication. Be willing to accept graciously whatever the out come is. You do not want to jeopardize your relationship.
