If you are the video owner of the video you would like to disable the like bar for, then you can login and go to your video manager page and select a video and edit the details of the video to disable likes and dislikes for the certain video. The same thing can be done to your video statistics (you can hide them) and comments can also be disabled from the same editing area where you disable likes and dislikes.
If a person has the developer tools installed for Internet Explorer and they would like to hide the developer bar, they would just click on IE which would immediately hide the tools. A person would have to install the developer tools in order for the developer bar to show up in Internet Explorer.

you cant you can only make the little bar that has all your apps but you can move your title bar to the top--- right click the title bar and click on properties and click auto hide
There is a setting on your user page in which you can change this.
