You have to go to sir valence in Oaklore keep and do one of his sneevil quest I'm not to sure with one but i think its the fighting dojo... you will have to repeat the quest a lot to get it though because its a really rare item

If so, you can buy the royal penguin shrink ray at the Cyseros shop and surely it cost Dragon Coins!
If you don't have dragon coins you may watch Adds by going to fachonreach and going to ballyhoo in the top right corner menu (yes this may take a while but if you don't get coins you get gold)

You can buy a platinum shrink ray for 45 dragon coins in Cyseros shop I do not know where to get the royal penguin shrink ray though but you could find out at the dragonfsble forums
