Leveling up gets you one free ruby per level, but they have recently changed it and now you get more rubies per level. The higher the level, the more free rubies. Also, when you take a picture of your aquarium and post it on facebook you get a free ruby. You can get one free ruby per day with your photo posting. Besides the few free rubies provided for you when you first download the game, I don't know any other ways to get free rubies on planet fish.
