In this scenario, basically just talk to her. Make sure she is your really good friend before you start actually going for her. Once you are good enough friends to talk, lightly flirt with her; see if she flirts back. If not, and she tells her boyfriend or something, its probably a good idea to stop. But if she does, just keep it up. Make her think more about you. Don't overdo it though. Just do little things like take every opportunity to say "Hi" to her. Eventually, you will get into a routine of talking to her. Some days, don't say "Hi", or just ignore her a bit; make her come to you. If all is going well, eventually she may start talking to you about her boyfriend. If she does, just agree with everything she says, as girls usually only talk to other guys about problems they are having in a relationship, and they want an opinion, but really, only their own opinion is right.
Soon enough, if you have played it right, you will get to a spot where you have to come clean and tell her you like her. If she does too, she will dump her boyfriend and start a relationship with you. However, if she dumps her boyfriend before that, tell her you have had feelings for her for ages, and you want to be with her.
