Slowly make your way over to where he's (let's assume he's a guy) standing, like if there's refreshments behind him, or your cousin is standing near him. One thing to watch out for: Don't stalk him. It will be awkward. If he's moving around, be patient. Eventually, maybe he'll come near you. Okay, so once you're near him, try to get it so he's talking to someone else, and you can add to the conversation, instead of starting one. If that doesn't work, introduce yourself, compliment his tie, or something. Don't be too bold, and don't babble on. If you're not sure if you're babbling, stop talking, and ask him a question. Have a nice conversation. When the conversation starts to break up, make an excuse to have to leave. If he leaves first, be sure to tell him it was great talking to him, and you hope to talk to him later. You might want to try dancing with him, if you're the bold type, or if you're shy, maybe chat a bit. Don't seem nervous - be confident. I know, it's easier said than done, but do your best. Make sure to say good-bye to him when it's all over. Here's the tricky part for some of you: Giving him your number. There are a couple different ways you could do this.

2. Dial your number right into his phone as a contact.
