You can go into iTunes and go to the iTunes Store. If you are already logged in then click on your email address at the top right corner then sign out. Go to the App Store and download a random free app. It will then prompt you to create an account. Because it is a free app you will not need to enter any credit card details (good if your under 18 and just use gift cards!)
And there you have it, a free Apple Store account.
