I had the same problem. Try turning the Return Spring upside down. When I reassembled mine I had it in the wrong way and mine wouldn't lock back. Flipped the spring and now it works fine.
Open the bolt, hold the trigger back, pull the bolt out
Pull the bolt up and back, then while squeezing the trigger pull the bolt out the back of the receiver. Put it back in the reverse order.

Here in Scotland I have used a 1400 on and off for 35 years.I usually cycle the action to extract the cartridge in the chamber by pulling back the "cocking bolt"as far as it will go.Normally then the next cartridge in the magazine will "jump" into the chamber preparatory to being chambered in the barrel. You can then extract the cartridge by hand .If there is another cartridge in the magazine you would require to close the bolt by pressing on the magazine follower and then pulling back again on the cocking bolt to bring the cartridge in to the chamber for extraction by hand. A great gun!
Make sure the rifle is unloaded. Then close the bolt. Then open the bolt, but do not pull it back. Now, pull and "hold" the trigger pulled back, and then slide the bolt back and it should slide right out of the receiver. To put the bolt back in, do the reverse (hold the trigger back and slide the bolt back into the receiver, then release the trigger).
Winchester made numerous bolt action 22 rifles.
It will be stamped right into the action. (The part the bolt slides back and forth in)
