That is actually a nice idea. She might want to take it slower than that, however. If they are friends, she can come out and ask him. If they don't really speak, she should try to be friends with him to start. When she confesses, DON'T RUN. I ran and because I looked so weak, he rejected me. So, my answer would be that giving him something for Valentines Day is a great idea, as long as she is brave about it.
