Adopting a baby should be the exact same with, or without, an expansion pack installed.
You can use your home phone, or cell phone, and 'Call for Services'. A screen will pop up saying:
Newspaper Delivery - Cancel Services (Free)
Police (Free)
Fire Department (Free)
Adoption Service (Free)
Pizza Delivery ($30)
Repairman ($50)
Maid Recurring ($125/day)
Select the Adoption Service. Soon they will arrive and a screen will pop up, saying what gender you would like, and what stage of growth you can pick. I believe a screen will come up asking a name aswell.
