To talk to a girl that is never alone there many ways to speak to her.
You could either:
a) Use the direct approach and ask her if you could speak in private.
b) Pass her note.
c) If you have her number call or text her.
Dont be intimidated by girls that are very popular just build up your courage and talk to her. But.......
Be careful. There might be some people around her that will make her say certain things to you that she doesnt mean. Try asking her politely to speak privately. Using the direct approach I believe is best.

Try to find a moment when he's not too busy or surrounded by other people, such as during a break or before/after a group setting. You can initiate a conversation by casually making eye contact and smiling, or even sending a friendly message if you have the means to do so. Be respectful of his time and personal space, and try to create an opportunity for one-on-one conversation if possible.

You want to talk about a guy rejecting you but how do you when he is always with friends?
I would pull the guy aside and tell him you need to talk to him. Either alone, or over the phone. Which ever you feel the most comfortable with. He should talk to you about it. And if not, then I would leave him alone and find someone better. It's not worth going through and getting hurt if hes trying to pay no attention to you.
