the depth of the wire is not as important as the type of wire and the connections. you want to put the wire deep enough to prevent accidental cutting from normal activities, 8 - 12 inches should be safe. you want to use an UF (underground feeder) type wire. you want to use water proof type wire nuts on all connections even the ground (to prevent corrosion).

You should never run a swimming-pool pump dry! The most likely problem, from the rather flimsy evidence in your question hinting at it not rotating, is not with the pump or its motor but a fault in the electrical supply to the pool plant, or in the timer or other pump controller.
You could use your pool pump. or get a submersible pump. it is also not difficult to siphon an above ground pool with a pool vacuum hose. all you need is somewhere to run the water to.

their is proably a short in your wiring. it was making a connection when it was out but the wires are at an angle when the pump is in the tank and the wires arent making a good connection.
