The question "why would" strikes me as more relevent than "how could". In any case, most bingo is for charities or churches. In some cases, casinos have bingo.

1. You will not get away with cheating bingo at a casino. For obvious reasons.

2. And - surprise - you won't get away with it at churches or charities.

Yeah, sad to say, it happened so often that there are now procedures, universally followed, to prevent that.

Boards are given out on site, the numbers are called - and shown - and then set aside. Your board is verified in the event of the win, and believe me, the long timers there will also freely "assist" in this verification.

I suppose, that if someone wanted to, that counterfeit cards could be made and switched out with subtle sleight of hand. But you'd find the cost of the set would exceed the winnings.
